No. The HPD Open Standard consists of a Format and Instructions that are intended to provide clear, industry-accepted guidance to manufacturers and users for the reporting of product content and health information. The goal of the HPD Collaborative is to work with existing and future users and creators of product information, so that the HPD format is adopted for their reporting requirements for this information. The adoption of the HPD by these organizations will be on a voluntary basis.
