Safety Data Sheets (SDSes) are a regulatory document intended to provide workers and emergency personnel with procedures to safely handle a product during fabrication, installation, or in a life-safety event. The SDS requires reporting of a specific set of information, with a focus on occupational health and safety.

The voluntary Health Product Declaration (HPD) report provides a more comprehensive disclosure of contents than the SDS, and a more thorough review of possible health and environmental concerns that may be associated with a product.

Manufacturers might become aware of hazards on an HPD that are not listed on SDSes obtained from suppliers. Similarly, a manufacturer following HPD Open Standard reporting requirements may be required to list information on the HPD that goes beyond what it would list on its SDS.

Completing an HPD may be used by manufacturers as a step in their product documentation requirements. The HPD can be used as a source document for the creation of SDSes and other product data sheets and reports where product content and health information are required by OSHA or by other government authorities.
