Yes, if the HPD was valid at the time the product was purchased and used.

The key text from the LEED Reference Guide says, "Qualifying HPDs developed under the Open Standard version 1.0, 2.0, 2.1 or subsequent versions of the standard are eligible for documenting credit achievement if the HPD is still valid at the time that the product is purchased and used on a project."

All HPDs have an expiry date. Like other product certifications, the key thing is not the expiry date itself relative to the LEED submission and certification, but whether the HPD was valid at the time the product was used.

In addition to the LEED Reference Guide language, this view has been backed up in direct communication between GBCI reviewers and HPDC.
